- The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Medical Communications for Combat Casualty Care Program Management Office (MC4 PMO) intends to issue a firm fixed price contract for the procurement of Personal Informati on Carriers (PICs) and associated PIC Adapters to include options for additional PICs and PIC Adapters. USAMRAA intends to negotiate this contract on a sole source basis with Shea Integration Solutions (SIS), 10486 E. Star of the Desert Drive, Scottsdale, AZ 85255-8655 in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. SIS is the only source that is capable of providing PICs and associated P IC Adapters that can meet the Department of the Army (DA)s specific physical interface requirements. SIS is the sole designer, developer, manufacturer and systems integrator of the PICs and associated PIC Adapters that can meet the DAs specific physical interface requirements and as such is the only company with the knowledge, experience, expertise and technical data necessary to provide the required supplies for the purposes of meeting the DAs operational needs in a timely manner.
