Description
Scope of Work Contractor shall furnish all necessary labor, material, and equipment to perform preventative maintenance, troubleshooting, and repair as necessary on all HVAC equipment and related components, to include periodic replacement of major units / components as required, for Government facilities on Fort McNair, Washington, D.C. and Fort Myer, Virginia. . Specifications - A) HVAC equipment to include, but is not limited to, chillers, compressors, boilers, circulating pumps, steam traps, fancoil units, etc. - B) Control equipment to include, but not limited to, pneumatic, electronic, and digital controls and their related controlled devices such as dampers, valves, switches, etc. - C) Typical equipment brands found at both installations include, but is not limited to, TRANE, CARRIER, YORK, HONEYWELL, JOHNSON CONTROLS, ROBERT SHAW, WHITE RODGERS, AND SIEMENS. - D) Contractor shall certify, in writing, all actions taken while performing all work. Documentation shall include identification of work performed, duration, dates, and work location. Additionally, material invoices must be provided to Government repres entative for verification. Government representative shall also verify that equipment requires repair and / or replacement prior to any action by contractor. - E) All work shall be performed by mechanics certified in HVAC and control work. Contractor shall provide Government with each mechanics certifications / licenses as required. - F) Contractor shall provide a local, or toll free, phone number, cell phone number, or other similar type of instant, emergency, direct two-way, communication between the Government Representative and the Contractor, twenty four(24) hours a day, seven ( 7) days a week. An answering machine or pager number is not acceptable. A secondary or back-up number shall also be provided. The back-up number may be a pager carried 24 hours a day, seven days a week by the contractor or his or her representative. - G) Individual scope of work, pricing, and scheduling shall be developed and mutually agreed upon a case by case basis according to job needs and requirements by the contractor and the Government Contracting Officers Representative. Contractors proposal shall include a detailed breakdown of material and labor hours required. - H) Contractor shall be required to respond to routine repair requests within twenty four (24) hours after initial notification. Routine repair estimates must be provided to designated Government representative within twenty four hours and all repairs com pleted within five (5) calendar days after authorization to proceed with work. - I) Emergency repairs shall be responded to within two (2) hours of notification and repaired within twenty four (24) hours after authorization to proceed. The contractor shall work continuously until the emergency condition is eliminated. In the event the repairs are not completed within eight (8) hours of the initial call for service, the contractor will notify the Government representative of the reason(s) for the delay and proceed after authorization is granted. Upon completion of an emergency servi ce call, the contractor shall provide a detailed description of the work performed as well as: the date and time of completion; breakdown of deficiencies / failures found, corrected or repaired; actual hours expended, material breakdown and cost, and sign ature of the contractors employee who performed the work indicating the work has been completed. - J) All work estimates / assessments shall be at no cost to the Government. - K) In the event of a major system replacement / design / installation, all products shall be approved ENERGY STAR and/or FEDERAL ENERGY MANAGEMENT PROGRAM (FEMP) approved where applicable per the Energy Policy Act of 2005. - L) After any routine and /or emergency work has been completed, Contractor shall notify Government Representative tha t all work has been completed and shall schedule an inspection of the work performed. An on-site inspection shall be jointly held by both the contractor and Government representatives who will include either the Contracting Officers Representative or the designated alternate. Upon final approval by the Government Representative, the contractor shall submit an invoice for payment within five (5) business days and ensure that the date of the invoice reflects the date the invoice was received by the Governme nt. - M) Credit Card payment option to contractor is permissible To request a copy of the of the solicitation please email only at : wendell.conyers@us.army.mil.
