- The 700th Contracting Squadron plans to make a sole source award to Atrexx. Statement of Award attached: 1. Nonpersonal Services. The contractor shall provide all labor, tools, equipment, material and transportation to provide satellite communications access and services to the Eagle Vision-1 system located at Bldg 2386, Ramstein AB, Germany. Eagle Vision-1 needs commercial SATCOM to provide private communications with the vendors of Commercial Satellite Imagery in order to perform mission management tasks. We require constant access at DSL data transmission rates. These services are provided by direct connection to the consoles in the Data Acquisition Segment of the Eagle Vision-1 system. We do not connect via NIPRNET due to security considerations and require a commercial provider. Services provided shall be in accordance with the best commercial practices. 2. The Eagle Vision-1 system is one of five (5) Eagle Vision systems in the United States Air Force. The Eagle Vision systems are transportable ground stations for the reception and processing of Commercial Satellite Imagery (CSI) provided by private companies operation imaging satellites. Eagle Vision-1, at Ramstein AB, has contracts with SPOT Image (France), GeoEye (USA), and Macdonald Dettweiler, Canada through the National Geospatial-Intelligence Agency (NGA) for acquisition of telemetry data. Operation of the Eagle Vision system requires communication with the vendors via the INTERNET before, during, and after acquiring their satellites with the system's tracking antenna. Government INTERNET (NIPRNET) connections cannot be used due to security considerations. It is required that Eagle Vision-1 use a commercial satellite communications provider for these services. Atrexx has satisfactorily supported Eagle Vision-1 operations in garrison for almost four years. 2.1 DATA SECURITY: The contractor shall ensure data security within the use of the service on the basis of the available technical standards and under consideration of legal aspects. The handling of personal data shall comply with the regulations of the Federal law for data security (BDSG). Period of Performance: 1 April 2007 - 31 March 2008
