Description
727 Aircraft Sustainment Group (ACSG) Request for Information (RFI) only; as part of a market research. The 727 ACSG is seeking sources that may be capable of providing Mission Communications System (MCS) Support for the VC-25A, C-20 and C-9C Special Air Mission (SAM) aircraft. The MCS is a suite of airborne electronic equipment and systems composed of voice, data, facsimile, Internet Protocol (IP) and encryption/decryption equipment interconnected with radio communications systems by the Communications Switching System (CSS). The switch is software and hardware driven. The proprietary data for the switch is owned by L-3 Communications (previously E-Systems Inc.). The Government has only limited rights in the data for the switching systems and therefore will not be able to provide the data to contractors. While the MCS for each of the aircraft within the SAM fleet complies with the same general MCS description, each platform has a different specific combination of equipment to suit the mission and aircraft size. The proposed effort will include program management, review of service reports, daily requests for technical information, performing preliminary engineering investigations, Field Technical Representatives, maintenance of the Systems Integration Lab (SIL), and the requirement to maintain drawings and technical data files. The proposed effort will also include 24-hour standby service to respond to in-flight emergencies and emergency inquiries, on-site support and operation of test benches located at Andrews AFB, MD, on-site return-to-service capability for Line Replaceable Units (LRUs), and SIL used for sustainment of current software and testing prior to integration of new systems to the MCS. Non-recurring effort consists of requests for software/hardware corrections; engineering feasibility studies, analyses and investigations of Deficiency Reports (DRs) and mishaps; requirements for technical orders, preliminary engineering change proposals, hardware/software development and test. Non-recurring effort also will include minor modifications, upgrades and enhancements requiring design, testing, integration, kit/spare purchases and kit installs at depot maintenance facilities and in the field. This effort also provides for troubleshooting, modification or repair at the Contractor?s facility. There is no solicitation package available at this time. All responses should be received not later than 3:00 PM CST 26 February 2007. All questions and comments must be in writing. No telephone calls will be accepted. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. QUESTIONS: (1) Do you have access to at least 24 Top Secret Yankee White clearances to perform the work? What timeframe or cost would be required to obtain these clearances? (2) Provide experience with digital Commercial off the Shelf (COTS) communication systems on special purpose type aircraft. What airframes was the work accomplished on? (3) What avenues are available to you to acquire data from contractors with analog-to-digital communications switches in process or developed? What means are available to determine the interface requirements for each individual aircraft? (4)What FAA repair certifications does your facility possess? (5)What previous experience with FAA does your company have? What Government certifications does your company have? Does this comply with AFPD 62-4? (6)Does your company possess the capability to ?house, care, and hangar? the named types of aircraft simultaneously (security, protection, fire)? Identify the facility and handling with the specifics. (7)What paint facilities are available to paint the aircraft in tandem with the communication modification? (8)What on-site testing is available to you to demonstrate the required interfaces before installing on an aircraft? (Aircraft cannot be used as a test bed.) What on-site testing is available to test with the aircraft after communications? modifications? What SEI levels do you possess? Is the level certified or accredited? Did the company certify itself or was an external agency paid to determine the certification? (9)Provide information on previous communication modifications completed at your facility or in the field by your company? (10)Please verify what access to OEM data that your company has for the named aircraft? (11)What experience in Field Technical Representatives (FTRs) do you have? Is this experience in trouble-shooting, repair, and maintenance of communication equipment? Do the FTRs have experience in training operators and maintainers? Are the FTRs FAA certified?
