Description
The U.S. Department of Transportation (U.S. DOT) National Highway, Traffic, and Safety Administration (NHTSA) intends to award Indefinite Quantity Contract (IQC), on a Time and Materials contract for a base period of one (1) year. The contract will also include a provision by which up to four (4) one-year option periods can be exercised (in one-year increments) resulting in a total possible period of performance of five (5) years. The National Highway Traffic Safety Administration (NHTSA) (an operating administration within the United States Department of Transportation) is responsible for reducing the number of injuries and deaths on the highways resulting from vehicle crashes. In support of this mission NHTSA is requiring the services for the effort entitled, Cost, Weight and Lead Time Teardown Analysis of NHTSA Safety Initiatives. The program includes estimation of the incremental weights and initial costs of safety features that have been proposed in Agency initiatives to enhance motor vehicle safety in accordance with the National Traffic and Motor Vehicle Safety Act of 1966 as amended. This requirement is to conduct teardown studies of proposed motor vehicle safety initiatives and perform detailed engineering ?teardown? analyses to provide definitive cost and weight estimates of the various technical approaches under consideration. The Contractor shall be required to dismantle the systems and subsystems of the motor vehicle equipment under study for cost and weight analysis. Notwithstanding, any firm who believes it is capable of meeting NHTSA's requirement as stated herein, may submit a response, which if received within 15 calendar days of the date of this announcement will be considered as a source. Responses to this posting must be in writing. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested persons should identify their capability to perform these services by submitting a one to two page proposal in writing, outlining those aforementioned capabilities. A determination not to compete the proposed contract based upon the responses/proposals to this notice is solely within the discretion of the Government.
