Description
The U.S. Department of Transportation (U.S. DOT) National Highway, Traffic, and Safety Administration (NHTSA) intend to award a single, Firm Fixed Price, the period of performance is 18 months after award. This solicitation is restricted to Small Business 8a firms. There is a requirement to conduct a National Survey on Reported and unreported Motor Vehicle Crashes that will enable NHTSA to accurately estimate the annual number and costs of these crashes. The Contractor shall conduct a telephone survey on a national probability sample of licensed drivers in the United States that will allow national estimates of the annualized incidence and severity of unreported crashes in the United States to be made with an error range of about plus or minus 5 percent. The Contractor shall analyze the data, and prepare a final report describing background, method and findings, and provide NHTSA with a fully documented database formatted for analyses using (Statistical Analysis System (SAS).The contractor shall show capability to accomplish the following, Draft of Federal Register Notice Announcing the Study, Develop Draft English Version of the Survey Instrument, Develop Spanish Version of the Survey Instrument Program the questionnaire for Computer Assisted Telephone Interviewing (CATI) and Pre-Test English and Spanish versions of the Survey Instruments Develop Final Sampling Plan, and Data Collection Plan, Administer the Survey and Enter all Acquired Data into an SAS Formatted Database, Analyze Survey Data and Prepare Final Reports. Notwithstanding, any firm who believes it is capable of meeting NHTSA's requirement as stated herein, may submit a response, which if received within 15 calendar days of the date of this announcement will be considered as a source. Responses to this posting must be in writing. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested persons should identify their capability to perform these services by submitting a one to two page proposal in writing, outlining those aforementioned capabilities. A determination not to compete the proposed contract based upon the responses/proposals to this notice is solely within the discretion of the Government.
