- This is a Pre-Solicitation Notice. The Federal Bureau of Prisons (BOP) anticipates awarding a Firm Fixed-Price contract to make repairs and improvements to the existing mechanical and electrical equipment at the central utility plant located at the United States Penitentiary (USP) located in Pine Knot, Kentucky. The NAICS for this acquisition is 238210. The contract amount is not expected to exceed $50,000, and the work is to be completed in early 2007. The work includes, but is not limited to, providing and installing three new variable frequency controllers for speed control of existing three-phase, squirrel-cage induction motors for a chilled water system. Also, providing and installing a new circuit monitor and all necessary accessories on the existing main switchboard; and performing an infrared scan during the time period of peak demand as recorded by the circuit monitor. The contractor shall be bonded and licensed to do business in the Commonwealth of Kentucky. In addition, all of the contractor?s on-site personnel will be required to pass a government back ground check to perform work at a federal prison. Participation by small, small-disadvantaged, HUBZone small businesses, woman-owned small businesses, veteran-owned businesses, and service disabled veteran-owned small businesses is encouraged. Faith-based and Community-based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. Firms will be evaluated and selected in accordance with the criteria set-forth in Federal Acquisition Regulation 36.602-1, Selection Criteria. The following factors shall be used to evaluate offers and are, with the exception of price, listed in descending order of importance: past performance, technical, small business subcontracting, and price. The Solicitation will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the solicitation document will not be available. The web site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this web site. Interested parties are responsible for monitoring the web site to ensure they have the most up-to-date information regarding this acquisition. This notice is not a request for proposals. This agency will consider all proposals submitted by responsible sources. The solicitation, which includes instructions for submitting a quote, will be available on or about March 5, 2007.
