- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotation (HSCG38-07-Q-410023) incorporates provisions and clauses in effect through Federal Acquisition Circular 05-15. The North American Industry Classification System (NAICS) code is 611310. This is an unrestricted procurement. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5. The procurement will be awarded as a firm fixed-price contract. The USCG, Aircraft Repair and Supply Center (ARSC)is currently in the process of implementing Lean Manufacturing principles through its facility. ARSC has a requirement to provide facilitation and training for on-going Lean initiatives. The contract will cover one week of Lean Policy Deployment and 7-one week Lean Kaizen events to be completed by September 30, 2007. Training and facilitation objectives shall include at a minimum: TRAINING: Lean Manufacturing Principles, Value Stream Mapping, Process Waste Recognition, Process Improvement Tools, and Lean Policy Deployment; FACILITATION: Process Cycle Time Studies, Value Process Mapping, Spaghetti Diagrams, 5S Implementation and Audits, Process Waste Recognition, Developing and Initiating Improvement Plans, Quantifying Results, Developing and Implementing Visual Controls, Documentation of Results, and Presentation of Results. The Closing Date is 3:00pm, February 20, 2007. Anticipated award date is no later than 28 FEB 07. All responsible sources may submit a proposal which shall be considered by the Agency. Closing date and time for receipt of offers is 20 FEB 07, 3:00 p.m. Facsimile offers are acceptable and may be forwarded to 252-335-6840.
