Description
This is a Request for Information (RFI) announcement seeking comments and information from shuttle service providers. THIS RFI ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME AND REQUESTS FOR SOLICITATION PACKAGES WILL NOT RECEIVE A RESPONSE. The applicable NAICS code is 485999 and the Size Standard is $6,500,000. NIH is in the process creating an acquisition strategy for NIH Shuttle Services and needs information on how commercial entities address fuel prices. NIH contemplates making the solicitation for shuttle services either Firm Fixed Price with no adjustment for fuel, Firm Fixed Price with an Economic Price Adjustment for fuel, or allowing a type of fuel surcharge. To assist NIH in choosing the most suitable means of soliciting shuttle services from commercial entities, NIH is asking information from potential vendors on how their current contracts are structured in response to escalating fuel prices since fuel is a major cost for shuttle services. It is in the best interest of companies interested in this requirement to respond to this RFI as it may affect the contract type for this future requirement. Contractors may respond to this RFI by commenting on how their current (or past) contracts with both Commercial and Governmental Customers address fuel costs or offer suggestions on how this cost can be addressed in any future solicitation for shuttle services. Responses on current or past contracts should include contact information of the Contracting Officer administering the contract (include name, email address, and phone number). To assist vendors in understanding this future requirement, the current Statement of Work for Shuttle Services is attached. Because this RFI is for fueling information only, responses only containing marketing information on your company will not be accepted. This RFI relates to market research conducted under Sources Sought 263-2007-M(GO)-0045 which can be found at http://www.fbo.gov/servlet/Solicitation/R/HHS/NIH/OoA/263-2007-M(GO)-0045. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE REVIEWS. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR RESPONSES IS 3/5/07 at 1PM EST. All questions and responses to this announcement must be in writing and emailed to Mr. Zedekiah J. Worsham at worshamz@od.nih.gov.
