- REQUEST FOR INFORMATION: Workers? Compensation Claims Management Please read this Request for Information (RFI) notice carefully. INTRODUCTION The U.S. Department of Commerce (DOC) is developing requirements for a contract to provide Department-wide and centralized submission and management of workers? compensation claims in compliance with the Federal Employees? Compensation Act (FECA). The contract will provide a mechanism to manage work-related injuries and illnesses sustained by Department employees from initial claim submission to the Department of Labor (DOL), Office of Workers? Compensation Programs (OWCP), through return-to-work or disability retirement. The anticipated contract will also provide a mechanism to electronically record and manage data related to workers? compensation case management and occupational illnesses and injuries data as required by OSHA as stated in 29 CFR 1904, Recording and Reporting Occupational Injuries and Illnesses and the Presidential Safety, Health and Return to Employment (SHARE) initiative. BACKGROUND The Department?s workers? compensation program is centralized and routinely services approximately 30,000 employees from the principal organizational components and offices of the Department. The United States Patent and Trademark Office is excluded from this centralized program. During fiscal year 2006, the Department experienced approximately 450 total work-related injuries and illnesses with approximately 230 resulting in lost time. This service level undergoes major changes due to the activities of the Bureau of the Census. Each decennial cycle generates a dramatic increase in workers? compensation cases. The Federal workers? compensation program covers decennial employees and the Department?s workers? compensation program services approximately 900,000 short-term employees for this several month period. This requires scalability in the DOC program to meet the increased cyclical demand. In addition, the short employment duration necessitates rapid and efficient claims management to ensure employees are returned to work as quickly as medically possible. Purpose The purpose of this request for information (RFI) is to gather information to assist the U.S. Department of Commerce in formulating its requirements and identify businesses, which have the ability to fulfill all of the U.S. Department of Commerce workers? compensation program requirements. DESCRIPTION OF INFORMATION REQUESTED All vendors are invited to submit a capability statement related to Federal employee workers? compensation claims management. The capabilities must leverage and partner with the DOC professional workers? compensation specialists as well as OWCP staff to address each requirement of the FECA process. This includes, but is not limited to: 1. Primary contact for information and customer service to injured employees and their managers 2. Receipt and review of new claims 3. Timely submission of new claims to OWCP 4. Case management of new claims 5. Case management of long-term or periodic roll cases 6. Provide claims management recommendations (e.g. additional medical review, referral to fraud investigation) 7. Perform program advisory function to include training of supervisors 8. Supply claims data management 9. Report preparation for both DOC and DOL 10. Contribute to return-to-work activities 11. Scalability for increased and decreased demand related to decennial census DISCLAIMER This RFI is issued solely for information and planning purposes and does not constitute a solicitation.
