- The Space and Naval Warfare Systems Command (SPAWAR) intends to award on an other than full and open competition basis a contract to Northrop Grumman Defense Mission Systems, Inc., 12011 Sunset Hills Road, Reston, VA 20190-3404. This acquisition will provide a bridge for continuing engineering services in the development and testing of the Joint Warning and Reporting Network (JWARN) system, require support for logistics, technical support in acquisition, and engineering in support of modeling and simulation (M&S), covering the full spectrum of logistics elements (Maintenance Planning, Manpower & Personnel, Supply Support, Support Equipment, Training & Support, Technical Data, Computer Resources Support, Facilities, Packaging, Handling, Storage & Transportation, Design Interface) in support of the Joint Project Manager Information Systems (JPM IS) for JWARN. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is currently anticipated that a competitive solicitation will be released via the Naval Sea Systems Command (NAVSEA) SeaPort Enhanced multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract portal in May 2007. Responses to this notice of intent to award to Northrop Grumman Defense Mission Systems, Inc. should be submitted no later than forty-five (45) days from the date of this synopsis to Ms. Kelly Smith, Contract Specialist, at (SPAWAR), Code 02A1-I, Building OT4, , San Diego, CA 92110-3127.
