- The purpose of this amendment is to add the Performance Statement of Work here at the top of the document. The combined synopsis solicitation follows below. Performance Work Statement - entitled ' Quarterly Mass Spectral Assessment Services ', dated January 18, 2007 TASKS : The contractor shall perform evaluation of the quality of Electron Ionization (EI) mass spectral data, and of the compound ID information attached to the spectra (such as the Main name, and synonyms) for the inclusion in the commercially distributed NIST/NIH/EPA Mass Spectral Library (The Library) (http://www.nist.gov/srd/nist1.htm). For the assessment of mass spectra a contractor shall use structure of a compound to determine that the spectrum is logical for a given structure by analyzing probable losses from molecular ions and well established rearrangements of ions in the gas phase, as defined by NIST in the document ?The critical evaluation of a comprehensive mass spectral library?, published in the Journal American Society for Mass Spectrometry, 1999, vol. 10, p, 287-299. In addition a contractor shall compare the spectra to the previously identified high quality spectra of similar compounds, such as, homologs, analogs, and derivatives. The assessment of the quality shall include the selection of the best from the choice of multiple spectra for a compound. The assessment of the names/synonyms attached to the spectra shall include examination of the main name and of all the synonyms attached to the spectra. The name should be consistent with the structure and reflect stereochemistry. The evaluation of names/synonyms shall include the selection of the main name that will appear with the spectrum in the Library. The main name should be the most commonly used ?trade? name when available. The IUPAC name shall be the main name when trade names are not available for a given compound. The Contractor must provide to NIST the justifications electronically (in electronic ? to be removed) (Microsoft Word) of any recommended changes to be made to the spectra and the chemical structures (when changes are suggested) in an electronically readable format (mol. Files, http://www.chemaxon.com/marvin/doc/user/mol-csmol-doc.html). ACCEPTANCE TESTING-SURVEILLANCE : NIST shall perform acceptance testing of spectra delivered by the contractor by random sampling. NIST shall examine the spectra, compound ID information attached to the spectra, and experimental conditions according to the guidelines defined by NIST in the document ?The critical evaluation of a comprehensive mass spectral library?, published in the Journal of the American Society for Mass Spectrometry, 1999, vol. 10, p, 287-299. The criteria for acceptance shall be that no more than 3% of spectra submitted to NIST are found to be in need of editing of any kind. Two types of errors will be focused on during the acceptance testing: When good spectra (or names) are deleted, it is possible that there are genuine differences of opinion by scientists. It is also possible that the contractor will reject too much in order to be safe. If the rejection rate is significantly higher than NIST deems to be reasonable, NIST reserves the right to reject the batch and completely withhold payment. If the contractor does not reject clearly bad spectra (or names), which NIST determines in its random sampling, then the contractor shall reprocess the entire batch at no additional cost to NIST. NIST will randomly sample the result of each batch; rejection, if it occurs, will be by batch. Detailed discussion of why the batch was rejected will be sent to the contractor. If random sampling indicates a problem, NIST will examine the batch more closely. If the close inspection reveals a pattern of errors (for example, secondary and tertiary amines or alcohols are all incorrectly handled), NIST reserves the right to recall spectra of similar molecules from all previous batches, and the contractor shall reevaluate the spectra (or names/synonyms) at no additional cost to NIST. KEY PERSONNEL REQUIREMENTS: Key personnel shall have a degree in chemistry or physics, at least 5 years experience with obtaining EI mass spectra and interpreting the spectral data, and at least one year experience in evaluating data in a mass spectral library. SCHEDULE OF DELIVERABLES: Schedule for delivery: No later than 120 calendar days after receipt of mass spectra from the NIST Technical Information Contact (TIC) (to be named at award.) The contractor shall provide to NIST 1. An electronic copy of the assessments of the spectra (names/synonyms) in the ?NIST users library? format. 2. An electronic copy of the justifications of any recommended changes to be made to the spectra (or names/synonyms) in a ?Word? format. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation Number NB838050-7-02388 is issued as a request for quotation. This solicitation is set aside for small business concerns. The North American Industry Classification Code (NAICS) is 511210. The National Institute of Standards and Technology has a requirement for Mass Spectral Assessment Services to provide support for the DOC/NIST's Physical and Chemical Properties Division of the Chemical Science and Technology Laboratory through evaluation of the quality of electron ionization (EI) mass spectral data and of the compound ID information attached to the spectra. Interested contractors are invited to review the attached Mass Spectral Assessment Services Performance Work Statement entitled ' Mass Spectral Assessment Services ', dated January 18, 2007. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Excellent (E) - Very good of its kind; eminently good, superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit; Unsatisfactory (U) - Not acceptable, not adequate to carry out. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-14. The provisions and clauses may be downloaded at http://www.acqnet.gov.far. The following provisions and clauses shall apply to this solicitation. FAR 52.212-1, Instructions to Offerors - Commercial applies to this acquisition and there is no addenda to this provision; FAR 52,212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible contractor whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition; FAR 52.204-9, Personal Identity Verification of Contractor Personnel; FAR 52.227-14, Rights in Data - General. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Interested contractors are invited to review the attached Performance Work Statement entitled ' Quarterly Mass Spectral Assessment Services ', dated January 18, 2007 and provide a written and electronic response to be received no later than February 28, 2007 addressed to Mario Checchia, National Institute of Standards and Technology, 100 Bureau Drive, Stop 1640Gaithersburg, Maryland 20899-1640, mario.checchia@nist.gov. Period of Performance - The period of performance is expected to be a twelve(12) month base period with four one year option periods. Performance is expected to begin on or about April 1, 2007. Price Quote - A unit price per spectral and non-spectral evaluation shall be provided as the quote. The quotations shall be based on 20,000 spectral and non-spectral data evaluations per base and option periods (each year). Contractors must submit a complete response. Responses that are not substantially complete will be returned. Offers of partial performance shall be rejected. An original and four copies shall be submitted as well as an electronic version in MS Word or Adobe Acrobat. The electronic version shall be in the form of an email with attachments. A one page letter shall transmit the quotation signed by an individual authorized to commit the organization. Each response shall be on 8 1/2-inch x 11-inch paper, in a commercially standard font, not smaller than a size 12 font. The response shall be secured by simple stapling and shall not contain elaborate binding. Each page in the response shall be separately numbered. A page of paper printed on both sides is considered two pages. The quote shall include the letter of transmittal, shall be limited to twenty(20) single sided pages. Submit quotes arranged in three sections as follows: Section I - Approach, which includes identification and qualifications of relevant personnel and technical management approach; Section II - Past Performance, which includes relevant experience which describes at least three (3) relevant projects performed in the last three years and quality of performance; Section III - Price, firm fixed price for the required technical consulting services. Each firm fixed price shall include sufficient data to allow the Government to determine the amount, realism and consistency of the fixed price. Award shall be made to the responsible contractor that offers the best value to the Government. The Government shall not be liable for any costs incurred in response to this request. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the respondent to confirm NIST's receipt of quote.
