Description
N40080-07-R-7102. The Navy has a requirement for environmental technical expertise for five years to be acquired through an indefinite delivery, indefinite quantity (IDIQ), fixed-price, delivery order contract for services. The Navy is a leader in environmental protection worldwide, with focus on pollution prevention. The Naval Facilities Engineering Command (NAVFAC) Headquarters (HQ) supports the Chief of Naval Operations (CNO) 45 with environmental policy and program effectiveness. Environmental technical expertise is required to assist NAVFACHQ in evaluating and supporting the Navy Manager of Environmental Quality, and Environmental Operational Planning Program Implementation for the CNO. Primary services will include: technical support in evaluating and improving the Navys solid waste, recycling, air, water, and oil spill environmental programs worldwide. Efforts include collecting, compiling, and analyzing data on Navy environmental operations; providing technical guidance for environmental compliance; reviewing HAZMAT acquisition and distribution systems; determining best practices in the environmental field that are applicable to the Navy; reviewing existing laws and regulations; providing broad international support for environmental compliance issues; and other duties as assigned. Other duties can include environmental assistance in the areas of the Environmental Planning Program, National Environmental Policy Act (NEPA) and E.O. 12114, and assisting in evaluating the need for IT resources within the environmental program area and the Overseas Program. Applicable documents not all inclusive are: 40 CFR (all parts) Code of Federal Regulations, Protection of the Environment (latest version); Executive Order 12856, Federal compliance with Right-to-Know Laws and Pollution Prevention Requirements; Department of Defense Instruction (DoDI) 4715.4 Pollution Prevention June 18, 1996; OPNAVINSTG 5090.1B, Environmental and Natural Resources Program Manual (latest version); and DoDI 4715.5-G, DoD Overseas Environmental Baseline Guidance Document (OEBGD) (latest version). It is estimated that technical expertise is required for approximately two and one-half man years of effort each year for five years. The contract will include a contract with a Base Year and four (4) one-year options. Applicable labor categories may be an environmental engineer and/or environmental protection specialist, or other proposed labor category with technical expertise and experience in the technical field. The effort may require extensive travel up to eight (8) weeks annually per person. The effort will require a Secret Clearance; and it is requested that any interested party disclose if their personnel are cleared at that level.
