Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued. W9133L-07-R-0025 is issued as a request for Proposal (RFP) and will result in a firm fixed-price contract. Award will be made on a Best Value Basis. Provisions and clauses incorporated in Soli citation W9133L-07-R-0025. The objective of this contract is to provide the ANG with program management and program analysis resources necessary to assist the Air National Guard Readiness Center in planning and executing their flying hour and non flying ho ur related supply and equipment programs within the Material Support Division (MSD) and General Support Division (GSD) of the Air Force Stock Fund. DELIVERABLES: Deliverables for this project shall be as defined in the contractors QCP as well as monthly Status reports and a final technical report. The Contractor will be responsible for delivering all items specified. PLACE OF PERFORMANCE: Work performed under this SOW shall primarily be on site at the Air National Guard Readiness Center, Andrews AFB, MD with some travel. Travel shall be approximately 4 trips for typically 5 days each to the probable locations to provide technical expertise to Air Force/ANG level conferences/meetings and training opportunities. Probable travel locations for the initial c ontract year shall be Dayton Ohio, Ft Walton Beach Florida, and two other locations still to be determined. CONSTRAINTS: During the term of this task, the ANG shall provide a work area at assigned work sites. The contractor shall be subject to all militar y rules and regulations while working on a military installation. Normal work hours are 7:30 am to 4:30 pm, Monday through Friday. EVALUATION CRITERIA: The following factors are in descending order of importance. Factor I- Technical, Factor II- Past Perf ormance, Factor III - Cost Based on completeness and reasonableness. FAR Provision 52.212-4 CONTRACT TERMS AND CONDITIONS --COMMERCIAL ITEMS; 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STTUTES OR EXECUTIVE ORDERS; 252.232-7003 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS. All quotes will be evaluated on Technical and Price. The Government will award a contract to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous to the Government. The FAR clau ses may be viewed at http://farsite.hill.af.mil. Contractors submitting quotes must be enrolled in the Central Contractor Registration Program (CCR). The Closing date for this solicitiona will be 22 February 2007, 12:00 PM Easter Standard Time. Late Quotes will not be accepted.
