- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued. W9133L-07-R-0023 is issued as a request for Proposal (RFP) and will result in a firm fixed-price contract. Award will be made on a Best Value Basis. Provisions and clauses incorporated in Sol icitation W9133L-07-R-0023. The objective of this contract is to serve as the Project Manager for unit mission conversion and transformation process for ANG units converting to C21 aircraftMakes recommendations concerning the aircraft conversion process fo r all aspects of planning and implementation are those in effect through Federal Acquisition Circular (FAC) 2001-04. a.)Ensures goals consider the impact of the unit conversion and transformation process on full and part-time manning, retention of a flying mission within the state present day and future long term, facilities and infrastructure requirements as well as any future transformational missions for the wing. DELIVERABLES: Deliverables for this project shall be as defined in the contractors QCP as well as monthly Status reports and a final technical report. The Contractor will be responsible for delivering all items specified. PLACE OF PERFORMANCE: Work performed under this SOW shall primarily be on site at the Air National Guard Readiness Center, Andrews AFB, MD with some travel as indicated below. CONSTRAINTS: 7.1 Hours of Work: During the term of this task, the ANG shall provide a work area at assigned work sites. The contractor shall be subject to all military rules and regulations while wor king on a military installation. Normal work hours are flexible to meet the demands of the taskings. The contractor will follow the military holiday schedules. EVALUATION CRITERIA: The following factors are in descending order of importance. Factor I- T echnical, Factor II- Past Performance, Factor III - Cost Based on completeness and reasonableness. FAR Provision 52.212-4 CONTRACT TERMS AND CONDITIONS --COMMERCIAL ITEMS; 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STTUTES OR EXECUTIVE OR DERS; 252.232-7003 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS. All quotes will be evaluated on Technical and Price. The Government will award a contract to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous t o the Government. The FAR clauses may be viewed at http://farsite.hill.af.mil. Contractors submitting quotes must be enrolled in the Central Contractor Registration Program (CCR). The Closing date for this solicitiona will be 22 February 2007, 12:00 PM Eas ter Standard Time. Late Quotes will not be accepted.
