- The Army Contracting Agency (ACA) Contracting Center of Excellence (CCE), Pentagon, on behalf of the Office of General Counsel intends to procure On-Line Legal Research Services under full and open competition procedures. As a result of this solicit ation, the government shall award two contracts. Interested small businesses who are certified and qualified as a small business concern in NAICS code is 519120 with a size standard is $6.5 M dollars shall submit their capabilities package outlining their experience in the following key areas: On-line access to complete legal research, case law, administrative decisions, statutes, regulations, law reviews, specialty publications, international law libraries and patent law. Contractors database shall be capable of accessing federal and state case law, statutes, regulations, and treatises, and be updated regularly and within a reasonable time as defined by commercial practice to ensure the inclusion of all published, unpublished and slip opinion decisions , statutory and regulatory changes and treatise updates. Additionally, Contractors database should offer on-line access to news/journals/business, financial, public records and related information databases and full-text search and retrieval capability w ithin individual databases and across databases. If at least two (2) responsible small business concerns are determined by the government to be capable of performing this requirement at a fair market price based on an evaluation of the capabilities package s (limited to 25 pages, single sided submitted by 9:00 a.m. Eastern Standard Time (EST), 20 February 2007, the requirement will be solicited as a 100% set-aside for small business concerns, If capability packages are not received from at least two (2) res ponsible small business concerns by the response date or if the government determines that no small businesses are capable of performing this requirement based on an evaluation of the capabilities packages submitted, this requirement will be solicited und er full and open competition procedures. To assist us in maintaining a list of interested small business offerors for this potential procurement, please provide your company name, point of contact, address, phone number and business size under the above N AICS code, to the POC for this procurement (Ms. Gisella M. Zyto, ZytoGM@hqda.army.mil). The period of performance will consist of a one year base period and four (4) optional one-year periods. Place of performance will be the governments site. Interest ed small businesses may obtain a draft copy of the Statement of Work at the website shown below. A written Request for Quotations (RFQ) will be posted on or about 22 February 2007, for download on the CCE Homepage at: http://dccw.hqda.pentagon.mil/service s/RFP1.asp, Title: On-Line Legal Research Services, reference W91WAW-07-T-0017. All responsible sources may submit a proposal(s), which will be considered, however, no offers are being requested at this time. No paper copies of the solicitation will be i ssued. All amendments to the solicitation will likewise be posted to this website. Contractors are cautioned to check this website for amendments. No solicitation mailing list will be complied.
