Description
The Air Force Research Laboratory, Information Directorate (IF), Rome Research Site (AFRL Rome), has a requirement for Databases for the 21st Century (DB21) III. DB21 III has two main focus areas and their respective components: 1) Engineering, Research and Development, and Operations and Maintenance (O&M) and 2) Technology Advancement and Application. The focus areas include Intelligence, Information Warfare (IW), Electronic Warfare (EW), Information Operations (IO), Command, Control and Communications (C3), and Command, Control, Communications, Computers, Intelligence Surveillance and Reconnaissance (C4ISR) data, databases, data modeling, data architectures, data flows, data dissemination, data services, data interoperability, data and information management, and related products and systems of the Air Force Information Operations Center (AFIOC), Air Force Command and Control & Intelligence, Surveillance and Reconnaissance Center (AFC2ISRC), and Department of Defense Intelligence Information System Information Technology (DODIIS IT) and Regional Service Centers (RSCs). This effort will provide data engineering, information engineering; engineering, systems engineering, software engineering (henceforth referred to as "engineering"), information management, Research and Development (R&D) and Operations and Maintenance (O&M) for the information requirements of AFIOC; AFC2ISRC; and the Air Force Research Laboratory (AFRL), Information Handling Branch's (IFEB) Information Technology (IT) (IFEB IT) Program. Work includes O&M of developmental and operational intelligence databases, networks, systems and the development and application of new data and information services and information management techniques (henceforth referred to as "information capabilities"), to meet the mission requirements of each organization. This effort will also provide technology advancement and application. The primary technology objective is to advance, apply, and transition Information Systems Science and Technology (S&T) to meet AFIOC, AFC2ISRC, and IFEB IT Program's unique requirements for Information Dominance and Information Technology (IT). The secondary technology objective is to leverage, extend and transition the S&T developed for the AFIOC, AFC2ISRC, and IFEB IT to satisfy the information requirements of the Air Force (AF), Service, Department Of Defense Intelligence Information System (DoDIIS), Intelligence Community (IC), Command and Control (C2) Community, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Community, and the warfighter. The scope of this effort will span the spectrum from Basic Research to Operations and Maintenance (O&M) activities of AFRL's Information Management Taxonomy and Framework for managed information lifecycle support. The work may include any or all life cycle phases, including, but not be limited to: analytical studies, system feasibility studies, system design, engineering efforts, system trade-off studies, experimental design efforts, experimental hardware and/or software demonstration efforts, software specification efforts, software development efforts, system simulations, component and systems integration, test and evaluation analyses, advanced system developments and advanced hardware component development efforts, rapid prototyping, and system analyses. Work will be performed for the following organizations and their customers: AFIOC, AFC2ISRC, AFRL/IFE (Information and Intelligence Exploitation Division) and AFRL/IFGB (Cyber Operations Branch). Anticipated deliverables include development of computer software, databases, system enhancements, models, architectures and associated technical documentation. An Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) - Completion type orders is contemplated, with an ordering period of sixty (60) months. The maximum contemplated ordering amount is anticipated to be approximately $49,800,000.00. The prime contractor and/or system integrators for this contract must have an appropriate number of key personnel (approximately 40) having access to Sensitive Compartmented Information (SCI) or be clearable (Final US Top Secret Clearance without waiver and a Special Background investigation either on record or in process) that will be available for assignment to this effort immediately upon contract award (total for the prime and all subcontractors). Foreign participation is excluded at the prime contractor level. This effort is not set-aside for small business; full and open competition applies. The North American Industry Classification Systems (NAICS) code for this acquisition is 541710 and the size standard for small business is 500 employees. Respondents to this announcement should indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause at DFARS 252.226-7000). Because of the volume of information associated with the large number of intelligence databases, networks, and systems located at AFIOC, AFC2ISRC and AFRL/IFEB, a technical read library will not be available. A draft Request for Proposal (RFP) will be posted for review and comment by potential offerors on or about 23 Feb 2007 on the Federal Business Opportunities (FedBizOpps) web site at http://www.fbo.gov. Potential offerors will be encouraged to submit comments and questions regarding the draft RFP to attention of Kelly Murer, via email at kelly.murer@rl.af.mil, to be received at a date TBD. Responses must reference the solicitation number, and contain the respondent's Commercial and Government Entity (CAGE) code, e-mail address, mailing address, and FAX number. The formal solicitation is expected to be released on or about 26 Mar 2007. Offerors registering their name either on the FedBizOpps or with the Contract Specialist should not conclude that they will receive a paper copy of the solicitation in the mail.
