Description
The Wilmington VA Medical Center is seeking an Architect/Engineering Firm capable of providing professional services to prepare documents for Project 460-07-110, "Upgrade Security System" as required at this Medical Center. This procurement is 100% set-aside for Small Business and is restricted to firms located within a 100 mile radius of the Wilmington, Delaware VA Medical Center 19805. The NAICS Codes is 541330 with a size standard of $4.5M. Estimated construction value is $250,000 - $500,000. The following Evaluation Criteria will be used during the A/E Selection Process: (1) Specialized experience of the firm with similar contracts. (2)  Past performance on similar contracts and with Government Agencies, and familiarity with applicable codes and ability to incorporate in design documents the requirements of JCAHO, OSHA, NFPA, and other such regulatory organizations.  (3)  Capacity of the firm to perform the work within required time frames and budget.  (4)  Specific experience and qualifications of the proposed personnel assigned to the Project Design and Management Teams. (5)  Record of significant claims against the firm because of improper or incomplete engineering services. (6)  Geographic location and facility of the working office which would provide the professional services and familiarity with the area in which the project work is located. All work shall comply with current VA Master Specifications and Standard Details. Work will be in accordance with the provided scope of work, and is to be done in a first class manner as approved by the Facility Manager. The scope of work for the project is as follows: Provide all technical engineering services as defined to accomplish complete technical reports, and a complete design including site investigation, cost estimates, working drawings, specifications, construction period services, as-built drawings, reproduction and site visits for a facility wide security camera system. The major components of this design include replacement of the existing front end camera equipment and designating optimal locations for video cameras both internal and external to the facility. The designed system shall meet all VA standards for security camera systems. The work includes all external areas on the campus as well as select areas internal the buildings on the campus. Award of a contract is contingent upon the availability of funds. This is not a request for proposals.
