- Description The Federal Bureau of Prisons, Federal Medical Center, Butner, North Carolina, intends to issue a firm-fixed price, sole source purchase order to include course textbooks, to Vance Granville Community College, (VGCC), Henderson, North Carolina. This non-competitive action is being issued by the Federal Correctional Complex, Butner, NC. The Federal Correctional Complex has a need for educational services that VGCC can provide and is permitted other than full and open competition by 41 U.S.C. 253 (c) (1) and NC Administrative Code Title 23, Subchapter 2 (C), Section 0107. General Statute. This is not a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received within 5 working days after the date of publication of this notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
