Description
THIS SPECIAL NOTICE IS NOT A REQUEST FOR A PROPOSAL. A COMPETITIVE SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute's (NHLBI) Office of Acquisitions (OA) for the National Institutes of Health?s (NIH) National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) http://www.niams.nih.gov, intends to negotiate on a sole source basis with Rachel H Greenberg, 2410 Tunlaw Road, N.W., Washington, DC , 20007, to continue to provide professional, administrative, management support, and consulting services to the NIAMS Office of Communication & Public Liaison, regarding its Healthy People 2010 program. The consultant will: 1) Identify through investigation the specific health related problem areas, issues, and variables, quantitatively and qualitatively. 2) Obtain and analyze input from stakeholders throughout the United States. 3) Define the health communication objectives of the project. 4) Identify targeted and intended audiences (s) and potential distribution partners. 5) Plan and develop a communication strategy. Specifically, the Contractor shall provide its expertise in promoting health and disease information on the joint muscles, bones and skin to various audiences, patients, students, allied health professionals, physicians and researchers, the media, community based organizations, voluntary and professional groups. Ms Greenberg is uniquely qualified to contract with NIAMS for this project due to her extensive experience working on large-scale Federal Health Education programs, including the National Diabetes Education program co-sponsored by the National Institute of Diabetes and Digestive and Kidney Diseases and Alcohol Abuse, and the Mental Health Services Administration. Further, Ms. Greenberg has experience creating partnership networks at the national, state, and local levels. She as also producted international programs for Bangladesh, Egypt, and India. In order to ensure the timely completion of the ongoing and upcoming tasks of the Healthy People 2010 program, the NIH, NIAMS requires the continued assistance of Ms. Rachel H. Greenberg. This special notice is not a request for competitive proposals. The North American Classification System (NAICS) code applicable to this requirement is 541690. The small business size standard average annual receipts for the past three years may not exceed $6.5 Million. However, interested parties may identify their interests and capabilities within ten (10) calendar days after publication of this synopsis. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
