Description
THIS SPECIAL NOTICE IS NOT A REQUEST FOR A PROPOSAL. A COMPETITIVE SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute?s (NHLBI) Office of Acquisitions (OA) for the National Institutes of Health?s (NIH) National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) http://www.niams.nih.gov, intends to negotiate on a sole source basis with Steven J. Hausman, Ph.D., 13704 Valley Drive, Rockville, Maryland 20850, for a contract to provide professional, administrative, management support, and consulting services to the NIAMS regarding its Ethics program. The consultant will: 1) review and recommend actions on financial disclosure, outside activities, and official duty activities with outside organizations. 2) Manage all aspects of public and confidential disclosures. 3) Coordinate the notification of employees as it relates to reporting procedures. 4) Review NIH ethics forms for completeness and compliance with statutory and regulatory requirements. 5) Provide advice to NIAMS managers, supervisors, contractual employees, and vendor personnel on matters covered by the Ethics in Government Act, federal criminal Conflict of Interest Statutes, Procurement Integrity Act, and Standards of Conduct for Employees of the Executive Branch. 6) Coordinate the solicitation, processing, tracking, analysis and follow-up of all Public Financial Disclosure Forms (SF-278), Confidential Financial Disclosure Forms (OGE-450), and Annual Report of Outside Activities (HHS-521), using the NIH Enterprise Ethics System, such that they can be certified by the DEC. 7) Prepare and submit the annual ethics training reports. 8) Provide, as requested, an ethic orientation to new Advisory Council Members. 9) Review in concert with NHLBI Committee Management Service Center, financial disclosure forms for each Advisory Council member, before each Council meeting. 10) Prepare a poster on conflict of interest ethics, if required, at the annual Intramural Ethics retreat. 11) Coordinate and review other ethic activities as needed, including official duty activities, outside activities, honorary degrees, awards, widely attended gatherings, CRADAs, clinical protocols, Materials Transfer Agreements, waivers and authorizations, HHS-716 review, and the like, so that they can be signed by the DEC. 12) Review travel documentation for ethics purposes. 13) Serve as the Liaison with the NIH Ethics Office. 14) Attend meetings of the DECs and Ethics Coordinators. 15) Respond to ad hoc ethics inquiries from institute staff. 16) Maintain ethics files. 17) Transfer ethics records to other Institutes and Centers as appropriate. 16) Prepare other reports as requested by the NIH Ethics Office during the course of the project period. The proposed period of performance for this service is February 2007 through July 2007 with an estimate level of effort of 600 hours. The place of performance delivery point is the National Institutes of Health, National Institute of Arthritis and Musculoskeletal and Skin Diseases, Bethesda. Dr. Steven Hausman has extensive experience working on large-scale Ethics programs as the NIAMS Deputy Ethics Counselor (DEC) since 1995. Within the NIAMS as Deputy Ethics Counselor, he was responsible for all aspects of administering the ethics program of the NIAMS including coordinating and management, providing advice to managers and employees regarding the application of the standards for conducts, and policies on activities with outside organizations; reviewing requests for activities with outside organizations for conformance with regulations and policies and approving or disapproving requests as needed; approving waivers and written recusal, and assuring the maintenance of all records associated with IC employee activities with outside organizations. In order to ensure the timely completion of the ongoing and upcoming the NIH, NIAMS requires the continued assistance of Dr. Steven Hausman to manage its Ethics program. This special notice is not a request for competitive proposals. The North American Classification System (NAICS) code applicable to this requirement is 541690. The small business size standard average annual receipts for the past three years may not exceed $6.5 Million. However, interested parties may identify their interests and capabilities within ten (10) calendar days after publication of this synopsis. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
