Description
This is a combined synopsis/solicitation for Brand Name only (see attached Justification for Other Than Full and Open Competition) commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separate from this announcement. Solicitation DE-RQ65-07WG74201 is issued as a Request for Quotation. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. This solicitation is 100% small business set-aside. The North American Industrial Code (NAICS) is 334515 and the business size standard is 500 employees. COMMERCIAL ITEM SPECIFICATION TRANSDATA MARK V METERS The U.S. Department of Energy, Western Area Power Administration, Desert Southwest Region requires CLIN 0001: Transdata Mark V Revenue Meters, QUANTITY: 20 EACH Transdata Mark V Revenue Meters, Form 9 tall switchboard case, 3-phase, 4-wire WYE, 3-KYZ outputs, SEL 2030 Interface SCADA Card with DNP 3.0 and Modbus, Register Ethernet w/RJ-45 jack, Register RS232/RS485, #EMS-60E09J13SGQS. The following FAR clauses/provisions are applicable to this acquisition. FAR Clause/Provisions, 52.212-1, Instructions to Offerors - Commercial Items; 52.212-2, Evaluation ??? Commercial Items. The Government intends to award to the responsible contractor whose quotation is the most advantageous to the Government, considering price and price-related factors. Technical specification compliance and price when combined are slightly more important when compared to past performance. Contractor shall submit with their offer, 2 (two) copies of information data of product offered, in addition to at least 3 (three) references for past performance for the intention of offer evaluation. Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications ??? Commercial Item or a statement that they are ORCA registered; 52.212-4, Contract Terms and Conditions Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items found at http://farsite.hill.af.mil/vffara.htm. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes or amendments and considered for award. Written offers and the above required information are due February 27, 2007 by 12:00 PM MST to Department of Energy, Western Area Power Administration, Desert Southwest Region, P.O.
