- Description
- The National Institutes of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Metallurgy Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Leica Microsystems Incorporated of Bannockburn, Illinois for the purchase and installation of hardware and software for an existing Leica Image Analysis System. Sole source determination is based on the following: NIST currently utilizes a Leica Image Analysis System. This procurement is for software and hardware which are a replacement and an upgrade to the existing equipment. The software and hardware being purchased are proprietary to Leica Microsystems Incorporated. The software required is application specific and the hardware required must be 100 percent compatible with the existing equipment. Leica Microsystems is the sole manufacturer and distributor of the required products. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by February 22, 2007 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
