Description
The USDA, ARS, LSO has a requirement to purchase a steam sterilizer. This sterilizer must contain the following requirements: the unit needs to be unit certified by Underwriters Laboratories Standard 544 & ASME Code, Section VIII, Division I. The sterilizer requirements are as follows: 20? X 20? X 38? chamber constructed of nickel-clad alloy. Sterilizer must contain pre-vacuum cycle and run gravity cycle as well. The unit must recess in one wall. Bio-seal on non-operating side ? bio-seal must pass standard pressure decay testing for USDA BSL3-AG space [see www.afm.ars.usda.gov/ppweb/242-01m.htm#H321]. The sterilizer must have a double-door ? manual ? hinged radial-arm-passive crushed door seal ? no compressed air, etc. required to ensure that door is sealed ? front door hinged on left; back door hinged on right. Unit must have active door interlock, so that the outer door can be opened only after the completion of the sterilizing cycle, and to prevent the simultaneous opening of both doors. The unit must include a microcomputer monitoring & control system with thermal printer, integral to unit ? all alarm messages are complete readouts ? no error codes that require cross-referencing. The unit must be 20? X 20? X 38? interior rack and contain two shelves. The sterilizer must be electric, 120 volts, 50/60Hz. Proposal should include standard installation of the sterilizer and hook up of all necessary utilities within 6? of the equipment ? including check out test and necessary adjustments and training for user personnel. The proposal should also include removal of existing sterilizer and make all necessary utility disconnections. The unit needs to be delivered and installed within 100 days of award. House water and steam of 50 psi will provided. Another requirement is water saving capabilities on the effluent drain line. Also company must have 24 hour on-site service after notification. The awardees? service personnel need to be certified to work in BSL3 space. Lastly, unit must have at least a five year warranty on chamber. This procurement will be made pursuant to FAR 6.302-1(2) (C)(ii). No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 21 calendar days after publication of this notice. The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is December 29, 2006. Payment: Any award made under this solicitation is subject to 31 CFR Part 208 that requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package. All offers must include with their quotation a completed copy of FAR 52.212-3 available at www.arnet.gov/far.
