- The Social Security Administration (SSA) intends to negotiate a sole source acquisition for supplies and services related to providing and installing a Pitney Bowes Flowmaster inserter under Federal Acquisition Regulations (FAR) Part 12 Commercial Items Acquisitions and Part 13, Simplified Acquisition Procedures, with Pitney Bowes Incorporated, 7630 Little River Turnpike, Annandale, VA 22003-2610. SSA intends to acquire from Pitney Bowes the following supplies and services: one Pitney Bowes part "Short Doc FIM" (Pitney Bowes part # Y136), one Pitney Bowes part "Short Doc Accumulator Folding Module" (Pitney Bowes part # Y242), project management support, system engineering support, custom scanning support, system integration support, OEM camera support, and the relocation of an existing SSA Flowmaster. Pitney Bowes will provide these supplies and services in support of its providing and installation a Pitney Bowes Flowmaster (provided under Pitney Bowes' GSA contract GS-25F-0010M) at SSA's National Computer Center (NCC) located at SSA's Central Headquarters in Woodlawn MD. The Flowmaster will include cameras mounted in a Pitney Bowes cutter assembly, a server, workstation and associated hardware and software to be integrated into SSA's existing computer tracking system that is part of SSA's system for generating and distributing SSN cards, which includes SSA's currently owned Pitney Bowes inserter at the same location. No other vendor able to provide the required supplies and services is known to be available or could be substituted without substantially increased costs to the Government. SSA will not issue a solicitation. SSA will not respond to requests for solicitation copies and will not pay for information received in response to this announcement. Responses must provide sufficient information for SSA to determine that a firm other than Pitney Bowes Inc. can provide the required supplies and services as described above. If SSA does not receive an acceptable response to this announcement within 7 days of its publication, it will proceed as stated herein. See Numbered Note #22, substituting (per FAR 5.203(a) and 12.204(b)) a response time of seven days for this acquisition of a commercial item for the forty-five day response time appearing in the note.
