Description
The objective of this contract is to obtain contractor support in acquiring data and developing and implementing new or improved physical models in the TRACE code. The NRC will issue individual task orders that specify objectives, scope, deliverables, schedule and other requirements. Task orders will be issued for code-related activities that fall within the following broad categories: acquiring experimental data for model development or testing, development of new or improved constitutive models and correlations, implementation of the developed models within either the TRACE code or a thermal-hydraulics pilot code, consulting and peer-review for physical model development and testing, acquiring experimental data for model development or testing, . development of constitutive models and correlations, model implementation and testing, and consulting and peer-review for physical model development and testing. The proposed contract will be for a 60 month period of performance. The Request for Proposal (RFP) will be available on or about February 28, 2007 and the Closing date for proposals will be on or about March 28, 2007. The solicitation will be available solely through the FedBizOpps website at http://www.fedbizopps.gov. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. The solicitation document and its related documents, as appropriate, will be posted at this website. Therefore, interested parties are requested not to send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephoned, mailed, e-mailed or faxed requests will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation. The size standard for this acquisition is an average of $4.5 million over the past three years, as set forth under NAICS code 541330. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small business, and small businesses owned and controlled by socially and economically disadvantaged individuals. Notice to large businesses: The subcontracting plan requirements of P.L. 95-507 are applicable to this effort. Thus, all large businesses must be prepared to submit a detailed subcontracting plan. All businesses, large and small, interested in teaming arrangements, should send their business information (i.e., organization name, address, size of business, contact name and phone number) to the NRC Contract Specialist listed at the end of this notice.
