- The US General Services Administration, in support of the US Navy, COMSUBDEVRON 12 Tactical Analysis Group, intends to issue a Request for Proposal (RFP) for services supporting COMSUBDEVRON-12 with its mission to develop, assess, and improve submarine tactics and to shape future capabilities of the Submarine Force. Specifically, support is required to (1)conduct analyses to identify deficiencies in submarine warfare planning, tactics, and tactical systems; (2) Provide conceptual and detailed technical and analytical reports to improve the conduct of submarine naval warfare; (3)Devise, conduct, and analyze at-sea, shore-based, and computer-based Modeling and Simulation (M&S) to evaluate submarine tactical documentation, procedures, and tactical decision aids; (4)Review tactical, technical, software and procedural documentation and provide recommended improvements; (5) Evaluate and monitor the effectiveness of submarine tactical documentation and software algorithms as demonstrated during exercises; and (6) Provide recommendations for update and revision of Naval Warfare Publications (NWPs) as well as proposed new NWPs as appropriate. Overall, the emphasis of this contract will be directed toward providing special tactical studies involving weapons employment and search concepts, principles, algorithms, software and methods. The NAICS code for this procurement is 541690 with a size standard of $6.5 million. GSA plans to issue the RFP within 15-30 days from the date of this notice. The Government estimates a value of $1,000,000 for a base period of one year from the date of award and and four (4) one (1) year service period options valued at approximately $1,000,000.00 each.
