Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Marine Biological Laboratory, 7 MBL Street, Woods Hole, MA 02543 to modify, improve and calibrate the current version of Multiple Element Limitation (MEL-IV) model developed by the Marine Biological Laboratory. The required calibration of the MEL model and its linkage to the surface hydrology model shall specifically address the down-slope transport of water and nutrients to receiving waters. This requirement is not adequately addressed by the current version of the linked models, and represents a critical step toward accurately forecasting the disruption of the terrestrial processes that control the transport of nutrients to surface waters. The algorithms used in this MEL model are unique and represent the state of the science. The MEL model and code were developed by Marine Biological Laboratory, therefore, EPA believes this is the only vendor qualified with the expertise capable of satisfying this requirement. The circumstance permitting "Other than Full and Open Competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" at this time. The anticipated period of performance is 12 months. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this synopsis is to determine if any source(s) exist, therefore, no solicitation (RFQ) is available. Submit response to the U.S. EPA, Attn: Robin S.
