- Description
- The Internal Revenue Service (IRS) is currently interested in gaining information through market research from companies with the capability to design and build a Combination NTSC to Internet Protocol (IP) / Microwave to Internet Protocol (IP) Repeater Enclosure. The enclosure system shall include, but not be limited to the following: A tunable L-Band (1755 ? 1850 MHz) NTSC receiver, with antenna; A video server to convert NTSC analog video to video suitable for broadband (IP) transmission; The ability to utilize the DTMF control functions of the existing covert video surveillance systems through the broadband connection; AC outlet(s); Internet security device, such as a router; An adjustable bracket to secure a user-supplied DSL or Cable Modem (modem dimensions up to 8 X 8 X 3 inches); Contents installed in a weather-proof container, with external connectors for video, power, and broadband. Container size should be as small as possible and similar to commonly used utility pole boxes; The system shall operate within a temperature range of ?20C to +40C with a relative humidity of 0% to 95%; A reusable shipping container for the enclosure; A hard and soft copy operating manual; Minimum one year warranty. The proposed enclosure shall be designed based upon the IRS? minimum specifications, as stated above, and the Contractor?s own ingenuity, as opposed to a modified off-the-shelf item. Contractors are encouraged to propose any additional components that would enhance the enclosure and it?s usefulness to the IRS. The North American Industry Classification System (NAICS) code for this enclosure system is 334220 and the small business standard is 750 employees. The purpose of this notice is to obtain Technical Capability Statements from companies with expertise in this area for the purpose of determining the acquisition methods to be utilized based on the extent and nature of realistic competition which may exist. In addition to a Technical Capability Statement, Contractors are also asked to provide comments/answers to the following questions: 1. What is your business size (small or large, according to the size standard stated above for this industry)? 2. What is your socioeconomic status? (i.e., women-owned, small-disadvantaged, veteran-owned)? 3. How much lead time would a contractor require between award of a delivery order and the IRS? receipt of the shipment? 4. What types of information would be beneficial to offerors when preparing an offer for this requirement? Interested parties should submit Technical Capability Statements of no more than three pages and comments/answers to the above questions to christina.l.smith@irs.gov no later than February 27, 2007. This is not a Request for Proposals (RFP) and is not a commitment by the Government to issue a solicitation or award a contract on the basis of the information received.
