Description
The Naval Surface Warfare Center, Carderock Division, (NSWCCD) has a requirement for upgrading the host computer for its Thermo Luminescence Dosimetry (TLD) reader systems from Thermo Electron ?Radiation Measurements and Protection, aka Thermo Eberline LLC, formerly Harshaw/Bicron NE/ Saint-Gobain Crystals & Detectors (SGCD). Thermo Electron is the original manufacturer of this equipment. It is the only company that presently has an integral knowledge of the system. Award of this contract to a source other than Thermo Electron would significantly increase the cost to the Navy by requiring that another source acquire an integral knowledge of the equipment together with the licensing authority to handle the built-in radiation source. Pursuant to FAR 6.302-l(a)(2)(ii), this highly specialized upgrade is available only from the original source, Thermo Electron, and ?it is likely that award to any other source would result in (a) substantial duplication of cost to the Government that is not expected to be recovered through competition,? and ?(b) unacceptable delays in fulfilling the agency?s requirements.? Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources submitting proposals within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Anticipated award date is on or around 3/9/07. Interested parties may forward capabilities statements to the point of contact no later than 2/27/07. See note #22.
