- THIS IS NOT A SOLICITIATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised ), Performance of Commercial Activities, 29 May 2003, this notice represents the formal public announcement and official start date of a public-private competition of Manpower, Personnel, Training and Education Administrative Support Services, at 169 locations throughout the continental United States (CONUS) and Puerto Rico. MPT&E is the new organization resulting from the merger/realignment of the Bureau of Naval Personnel (BUPERS) and Naval Education & Training Command (NETC). The incumbent service providers affected by this public-private competition are approximately 486 Department of Defense personnel positions (275 DoD civilians, 202 military, and 9 contract). Additionally, existing government support contracts for these services may be impacted as a result of this competition. A standard competition will be conducted in accordance with the revised circular. The solicitation will be issued at a later date. Prospective private sector and public reimbursable service providers are encouraged to respond to the solicitation. The preliminary planning baseline cost report (COMPARE Version 3.0) and supporting documentation for this competition may be downloaded at www.esol.navfac.navy.mil. The Department of Defense Competitive Sourcing Official is Mr. Philip Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official for the Department of the Navy is Mr. B. J. Penn, Assistant Secretary of the Navy (Installations & Environment). The date of this public announcement is the official start date for this public-private competition and the projected end date of the competition is February 11, 2008.
