Description

The U.S. Fish and Wildlife Service (FWS), Region 3, is seeking the submittals of Standard Form (SF) 330 "Architect-Engineer Qualifications". This requirement is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6 A firm will be selected for negotiation based on demonstrated competence and qualifications for the required work. Architect-Engineer (A-E) services required are to conduct a complete building energy and economic analysis on the Mingo National Wildlife Refuge Headquarters/Visitor Center/Office Building, in Puxico, Missouri. Various components that are to be investigated for repair or replacement include the HVAC system, lighting, windows, doors, insulation, roofing, siding and any other items that are discovered to be in need of replacement or repair to improve the energy efficiency of the building. During this phase, only the conceptual/schematic design shall be accomplished. In accordance with Federal Acquisition Regulation (FAR) Part 19.1007(c), this requirement is 100 percent set-aside for emerging small businesses. The North American Industrial Classification System (NAICS) code is 541330. For informational purposes, the Small Business Size Standard is $4.5 million in average annual receipts. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance. (1) Professional Qualifications- Demonstrate through past projects and training/certifications, knowledge of mechanical and electrical engineering as these disciplines relate to renovation and/or retrofit of buildings for energy conservation, pollution prevention, waste reduction and use of recovered materials; (2) Specialized Experience and Technical Competence - Describe experience and training on (a) Design and construction of ground and pond source geothermal heat pump commercial building systems, and on actual design of loop field; (b) On design and construction of high efficiency HVAC systems which include any ERV units, DDC controls, TAB and LEED commissioning; (c) On design and construction of high efficiency lighting systems for office/visitor center type buildings and on building power requirements; and (d) With Auto CADD 2007. (3) Past Performance - (a) Demonstrate performance on contracts with Government agencies and private industry in terms of innovation, quality of work, cost control, and compliance with performance schedules; and (b) Provide references to verify quality of design; (4) Capacity to Accomplish the Work - (a) Provide number of personnel under each discipline; (b) Provide number of registered professional engineers, and (c) Provide experience of CADD technicians; and (5) Location - Indicate proximity to Minneapolis/St. Paul, Minnesota.
