Description
SOLICITATION NO: 301817Q135 PROJECT DESCRIPTION: Assessment of Sea Lamprey Spawning Runs in Great Lakes Tributaries, located: Cattaraugas and Spooner Creeks, Lake Erie Under the initial guidance and instruction of personnel of the U.S. Fish & Wildlife Service (FWS), two traps (2) will be placed below the Springville Dam on Cattaraugus Creek and two traps (2) will be placed in Spooner Creek below the Route 39 bridge crossing. It is mandatory that the Contractor check and service the traps five days per week with the stipulation that the traps are not left un-serviced for two consecutive days. The Contractor will keep the traps clean of debris buildup and in good working order. The Contractor will inspect the traps during service procedure, make minor field repairs to any damaged parts, and reset when necessary. In servicing the traps, the Contractor will record on data sheets provided by the FWS such information as date, time, water temperature and conditions, numbers of sea lampreys captured, numbers and kinds of other fish captured, and any other observations which may be relevant to the operation. All captured sea lamprey will be scanned for coded wire tags and if a tag is detected, the lamprey shall be frozen until FWS personnel can arrange for pick up. Data sheets are to be filled out regardless if there are sea lampreys trapped or not. Twenty percent of captured sea lampreys are to be marked, transported downstream, and released. Any additional male sea lamprey are to be placed in holding cages and will be picked up by FWS personnel; assistance may be needed when FWS personnel are picking up sea lamprey. When holding sea lamprey, the Contractor will notify the Marquette Biological Station daily with the number of sea lampreys being held at the site. All recaptured marked sea lampreys are to be weighed, measured, sex determined, and then destroyed and properly disposed of in an approved landfill. All other live fish are to be released unharmed. All fish killed as a result of trapping will also be taken to the landfill. Period of Performance: The contract period of performance is approximately 9 weeks and will begin on or about April 8, 2007 and ending on or about June 9, 2007 to be confirmed by the Contracting Officer's Representative, Fishery Biologist at Marquette Biological Station. Type of Contract: This procurement shall be awarded as a Firm Fixed Price Service Contract for a Base (1) one year period plus (4) Option Years. For information purposes, the North American Industry Classification Code (NAICS) is 541990, All Other Professional, Scientific and Technical Services, with a size standard of $6.5 Million. This Announcement is 100% Set-Aside for Small Business. See Numbered Note 1. SELECTION CRITERIA: 1. TECHNICAL EXPERIENCE. Contractor shall be able to show sufficient technical ability to meet the basic scope of work requirements. 2. PAST PERFORMANCE. Contractor shall provide at least (3) references of performing the most recent and similar work and 3. PRICE shall be considered in overall evaluation of the quote submitted to determine overall "Best Value" for the Government. The RFQ Solicitation Package will be available via electronic commerce at http://www.fedbizopps.gov on or about March 1, 2007. All Quotes along with any other requested information in accordance with the Solicitation Package shall be due NLT 5:00pm, March 22, 2007. A hard copy of the Solicitation package will be made available upon written request. A Hard copy of the RFQ Solicitation package will include the following: Important Notice to Quoters, Quote Schedule, Scope of Work, and Prevailing Wage Determination.
