Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is 100% set aside for small businesses. Small Businesses must be located in the El Paso commuting area, within a 60-mile radius. The North American Industry Classificat ion System (NAICS) code for this acquisition is 812320. Proposals are due by February 26, 2007 at 10:00 a.m. (MST). The proposal and required documents shall be submitted via email or faxed to (915) 568-0836/2830/9900. This solicitation is issued as a request for proposals (RFP) for Dry Cleaning, Laundry, and Sewing Contract for the United States Army Air Defense Artillery Center Fort Bliss (USAADACENFB), Texas. The Contractor shall provide all labor, supervision, trans portation, supplies, vehicles, materials, facilities and equipment as required and necessary for the performance of a Contractor-Owned, Contractor-Operated (COCO) laundry service in support of USAADACENFB and assigned activities. This contract includes al l functions, tasks and responsibilities normally performed by a Laundry Operator to include a tailor for sewing patch services which would require the Contractor to establish and maintain a bench stock consisting of common materials and items of nominal va lue used in operating a tailor activity. The Contractor shall be responsible for washing, drying, folding and packaging all laundry items (Organizational, Organizational Clothing and Individual Equipment (OCIE) and Billeting), estimated at 743,154 pieces and sewing services estimated at 184,321 pieces, per year. Laundry items will include clothing, dining facility items, bathing items, bedding, and other items of same nature. Request pricing on all estimated specified quantities herein are located at the end of this announcement. (NOTE: Government will provide badges, ranks, flags, etc.). These are estimated quantities based on historical data. Actual quantities will vary. Please list on each line item the individual pricing, respectively, to includ e a total for the base year. In addition to submitting unit pricing, provide a cost breakdown used to develop unit price which should include, but is not limited to labor costs, labor overhead, materials, general and administrative costs, profit and other types of direct costs. A Firm Fixed Price, Requirements type contract is anticipated to be the result of this combined synopsis/solicitation. The award will be made to the lowest priced technically acceptable offeror, considering past performance. Past Performance data must be submitted with proposal to include relevant current and past government contracts in the last three (3) years, or other contracts servicing customers of similar size to Fort Bliss, Texas. Your response must demonstrate your exper ience and capability of providing the requirements. A pre-award site survey will be conducted prior to award. A manpower reporting requirement is required during the period of performance which can be accessed at https://contractormanpower.army.pentagon .mil, and must be added as a separate clin (CLIN 0600).
