Description
The Volpe National Transportation Center intends to issue a solicitation for multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ) Type Contracts where up to three (3) small business set-aside contracts may be awarded to provide Environmental Remediation Services for the Libby Asbestos Remediation Project in Libby, Montana. To encourage participation by concerns that have been certified to participate under Section 8(a) of the Small Business Act utilizing the applicable North American Industry Classification System (NAICS) code of 562910, the Government will make the first award to an 8(a) eligible firm that has submitted an acceptable proposal and has demonstrated that the firm has the potential to compete successfully for tasks after award. The contractor(s) will be required to remove and dispose of asbestos contaminated soil, and material from numerous operable units and residences in Lincoln County, Montana. The contractor(s) will be required to develop health and safety plans, perform abatement (removal or encapsulation) of asbestos contamination within residential homes or commercial businesses, removal of vermiculite materials from the interior and exterior of homes or businesses, demolition of asbestos contaminated structures, and transportation and disposal activities associated asbestos contaminated materials. The total shared capacity for all contracts awarded under this solicitation will be $45 million. Five year contracts with Firm Price Provisions are anticipated. Contractors will compete for task orders after award. The solicitation will be issued on or about April 1, 2007. This procurement is 100% set aside and the small business size standard is 500 employees. Proposals will be due approximately 45 days after the issuance of the solicitation. The solicitation and related documents will be available in electronic format only on the Volpe Center Acquisition Division home page on the World Wide Web (www). Paper copies of these documents will not be available. These documents will be available in text format and will reside on a server which may be accessed using www browsers. Offerors desiring to receive a copy of the solicitation and any related documents must register at this site to receive electronic notification of the solicitation posting and availability for downloading. Contractors are warned that when they register to receive solicitations, amendments, and other notices, the responsibility for providing the Government with an accurate and complete email address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the email address provided. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted online through the Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs); The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
