- Description
- Introduction: The National Highway Traffic Safety Administration (NHTSA), of the United States Department of Transportation, is responsible for reducing the number of injuries and deaths on highways resulting from vehicle crashes. On January 1, 1981, The NHTSA issued Federal Motor Vehicle Safety Standard (FMVSS) No. 213, Child Restraint Systems. FMVSS No. 213 specifies various performance tests which include material test and dynamic test. FMVSS No. 213 sets forth the performance requirements for many types of child restraint systems. It includes the testing provisions which are necessary to determine whether a restraint system meets those performance requirements. The test provisions include material tests which are intended to verify webbing, hardware and other components of a child restraint system comply with the requirements of those components. Specific Requirements: NHTSA intends to procure testing services and reports so that the Government can determine whether child restraint system components comply with the requirements of FMVSS No. 213. The Contractor shall furnish the necessary qualified technical personnel, facilities, and equipment to perform testing services necessary to determine conformance of child restraint components, provided to the contractor as Government Furnished Test Items (GTFI), with the applicable requirements of Federal Motor Vehicle Safety Standard No. 213, Child Restraint Systems. Either whole child restraints or individual components will be provided. Contract Award: NHTSA intends to award a single, Firm-Fixed- Price contract with a base year to include optional quantities during year one (1) of the contract. The contract will also include a provision by which two 24-month option periods can be exercised (in two-year increments) resulting in a total possible performance period of five (5) years. This solicitation is full and open competition. Solicitation: The solicitation DTNH22-07-R-00011 will be available for downloading from http://www.fedbizopps.gov/ on or about February 26, 2007. All questions regarding this solicitation must be submitted in writing via e-mail to chelly.johnson-jones@nhtsa.dot.gov no later than March 5, 2007. The anticipated award date for this resultant contract is expected on or about June 15, 2007.
