- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is H9224107QAV5P64 and this solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-14, Effective 22 Nov 2006 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20060519. The associated NAICS code is 336413 and small business standard of 1000 employees. The U.S Special Operations Command intends to purchase 1 each Vibration Control Actuation System (VCAS) P/N 176-132A, 1 each VCAS P/N 176-125B, and 1 each VCAS P/N 156-070A. This RFQ does not provide for full and open competition. Justification for Other than Full and Open Competition is FAR 6.302-1, 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Technical data (engineering drawings and/or specifications) is not available. The intended source is MOOG, Inc Jamison Rd, Aircraft Group, East Aurora, NY 14052-0018. A Firm Fixed Price (FFP) type contract is contemplated. The delivery required is no later than 1 September 2007. Place of delivery will be L3 Communications, Bldg 221, Door 12, 5749 Briar Hill Rd, Lexington, KY 40156-9723. FOB is Origin. The Inspection / Acceptance is at Origin by a Government QAR .
