- NAICS Code: 541690 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Specialty Analytical to perform chemical analyses at the Port of Ridgefield's Groundwater Monitoring Event. The US EPA intends to issue a three (3) month purchase order to Specialty Analytical to perform the SW-846 analyses. Specialty Analytical will also perform all data quality analysis sampling and data validation. US EPA requires a contractor that will be able to provide data consistent with data previously collected during this ten-year project. Specialty Analytical is the only known source able to satisfy the Government's requirement(s) because of its previous work performed at this site. Based on EPA's knowledge of the industry only Specialty Analytical has been identified with these capabilities. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
