Description
The Naval Sea Systems Command (NAVSEA) intends to award, under full and open competition, a System Development and Demonstration (SD&D) contract for Expendable Mine Neutralization System (EMNS). The SD&D contractor will adapt the US Navy?s Common Neutralizer onto the Mine Countermeasures ships, MCM-1 Avenger Class. EMNS will be a Surface Mine Countermeasures (SMCM) system designed to rapidly reacquire, target, and neutralize moored and bottom sea mines. The system will provide surface mine defense for the Carrier Strike Group (CSG) and Expeditionary Strike Group (ESG). The EMNS includes the following major subsystems: ? Operator Control Console Subsystem ? Command & Control Interface Subsystem ? Launch & Recovery Subsystem ? Expendable and Exercise Neutralizers (provided as GFE) The development and integration efforts will consist of developing interfaces, hardware, and software and integrating the EMNS with MCM ships. The Contractor will be required to fully integrate the entire system with the US Navy?s Common Neutralizer (Destructor, Mine Neutralization, Airborne EX 64 Mod 0 and Destructor, Exercise Mine Neutralization, Airborne EX 65 Mod 0), as a subsystem and will be provided as GFE. Support and Test Equipment required for the Common Neutralizer will be provided as GFE. This contract will require a directed contractual relationship with the flight control software developer, Vehicle Control Technologies (VCT). The SD&D effort will deliver two (2) Engineering Development Models (EDMs) for Developmental and Operational Test and Evaluation. The Request for Proposal (RFP) is expected to be available on the Navy Electronic Commerce Site (NECO) on or about INSERT DATE HERE. This solicitation and related files listed under solicitation number N00024-07-R-62xx will be issued electronically. Vendors wishing an electronic copy may download it directly to their workstation on or after the issue date by accessing the following address via the internet site or URL: http://www.neco.navy.mil. Hard copies of the solicitation will not be provided or mailed to contractors. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a bidder?s mailing list.
