- Description The work includes the replacement of Bridge 15 and incidental related work. The work is located at Bauer Road over Chopawamsic Creek at Quantico Marine Corps Base, Virginia. Incidental related work includes: approach roadway work; maintenance of traffic; Civil Utilities and Electrical Utilities; construction surveying; railroad flagging; and relocation of private and base utilities. The Estimated Cost of Construction is between $1,000,000.00 and $5,000,000.00. The subject project is fully designed. The award will be based on the best value in accordance with the Evaluation Criteria stated in the solicitation. For purposes of evaluation, Price, Past Performance and the combination of all Technical Factors are considered equal in importance to one another. Technical Factors, 1 through 4 are considered equal in importance to each other. Factor 1 - Relevant Experience; Factor 2 - Project Schedule; Factor 3 - Safety; and Factor 4 - Small Business Subcontracting Effort. Large businesses will be required to submit a Small Business Subcontracting Plan and will be evaluated against the established subcontracting targets stated in the solicitation. The Contractor shall be responsible for all coordination with utility owners. For bidding purposes, the Contractor shall assume that each utility owner will require 45 days notice in advance of the need for relocation services, and that the relocation services provided by the utility owner will require 30 days to complete. Additionally, the total costs paid by the Contractor to the utility owners for relocation services shall be assumed for bidding purposes as follows: Utility Owners: Verizon, estimated cost $20,000.00; Sprint, estimated cost $38,000.00 and Comcast - estimated cost of $6,000.00. The estimated construction duration time is 540 calendar days from the date of award. In Accordance with NAVFACINST 11013.40A, Naval Facilities Engineering Command Partnering System, all NAVFAC construction projects will include a provision for partnering. The contractor shall pay all costs associated with the partnering effort including facilitator, meeting room and other incidental items. A copy of the guide will be included with the plans and specifications. The estimated competion time includes 15 days for the submission of payment and performance bonds and insurance. This will be a Firm Fixed Price Construction project. The plans and specifications should be available at the Navy's Electronic Solicitation web site www.esol.navfac.navy.mil on or about February 12, 2007. This is an unrestricted procurement.
