Description

The Bureau of Land Management intends to negotiate a contract, on a sole source basis under the authority of FAR 6.302-1, with Gene Hickman to transcribe General Land Office maps from the late 1800's and their botanical information to a current, corrected and usable form. Observations about plants at section and quarter section corners are used to generate polygons of homogenous vegetation by interpolating between points with similar observations about the historic vegetation. Other mylar overlays of soil type, slope, and aspect are used to guide the delineation of polygons. The applicable NAICS code is 541370. No other vendor is known to possess the level of expertise that fulfills the following contract requirements: 1. Familiarity with General Land Office Survey records. 2. Have the knowledge of mid to late nineteenth century Medford District, Oregon local plant communities and predominant species to translate plant names into modern nomenclature. 3. Have the ability to type and collate collected data into an Access database. 4. A conceptual understanding of how local plant communities change with environmental factors in order to accurately depict historic patterns of vegetation. 5. Familiarity with digitization process to catch inadvertent errors of vegetation delineation and hand digitizing. Vendors which can meet the above contract requirements should submit their qualifications in writing specifically addressing the five criteria described above to the Contracting Officer. This notice is not a request for competitive proposals. The Government will consider all responses received by 12:00 pm PST, Wednesday, February 21, 2007. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
