- The U.S. Army, TACOM-Picatinny, intends to solicit, negotiate, and award on a sole source basis to Pacific Scientific Energetic Materials Company, Hollister, CA to establish an improved AH-64 egress system similar to the one currently in use, modified so as to be function safely underwater Sole source authority for this procurement is in accordance with FAR 6.302-1(a)(2).
