Description
Description Office of the Program Manager - Clothing Individual Equipment (PM- CIE) hosted Industry Day on 1 - 2 February 2007, at the Scott Hall, Howell Auditorium of Defense Acquisition University, Bldg 226, Ft. Belvoir, Virginia, for the Family of Flashlight program. Reference sources sought is W911SR-00000. After meeting with flashlight manufacturers, the Family of Flashlight (FOF) Integrated Product Team (IPT) decided to include more test candidates for the upcoming technical testing, by broadening the following criteria for testing purposes only. 1) Length test criteria will include 0.3 inch tolerance level to 6 inch length requirement for the hand held lights. 2) Flashlights that have illumination with a minimum 40 Lumens for the handheld lights will be included; and the illumination testing will be included in Phase II (Score based), rather than Phase I (Pass/Fail). 3) Phase 1 will be the only tes t phase for elimination (Pass/Fail). Once a candidate flashlight passes the Phase I, it will move on to both Phase II and III to provide trade off capability data for FOF IPT. This decision will not impact the requirement document, Capability Production Document (CPD). If you are interested in and qualified for testing, please send test items, along with lens caps and instructions to the following address: US Army Aberdeen Test Center (ATC), ATTN: CSTE-DT-ATC-WC-S (A. McClung: 410-278-4147), 400 Colleran Road, Aberdeen Proving Ground, MD 21005-5059. A total of 35 flashlights (batteries are not necessary) for each category/subdivision submission will be required to complete all phases of testing. There are two categories: 1) Hand Free Light and 2) Handhe ld Light, which has three subdivision for a) Basic (white light), b) Mid-range (white light with alternate color capabilities), and c) Tactical (multi power settings and functions with white light, integrated IR, and color). The threshold performance crit eria for the Hand Free Light are: 1) Must be Advanced Combat Helmet side mountable with bracket attachment with no helmet modification, 2)Meet standard minimum of 19 lumens for 6 hours, 3)Have maximum 3 inch width, 3 inch height, and 2 inch thickness, 4)Us e Lithium 123 or AA batteries as power source, 5)Have White Light Color and secondary color of red or blue, 6)IR capability, 7)Weigh no more than 4 oz, with battery and mounting bracket, 8)Be subdued in color, non-reflective, and compatible with Army Comba t Uniform color scheme (Foliage Green, Desert Sand, Urban Gray). For testing purposes, black color flashlights are acceptable. The Threshold Performance Criteria for the Handheld light are 1) Be compatible with clothing and individual equipment, 2)Meet m inimum standard of 60 lumens continuously for 60 minutes, 3)Have a length of no more than 6 inches, 4) Use Lithium 123 or AA batteries as power source, 5) Have white light, 6)Weigh no more than 6.5 oz, 7)Be subdued in color, non-reflective, and compatible with Army Combat Uniform color scheme (Foliage Green, Desert Sand, Urban Gray). For testing purposes, black color flashlights are acceptable. Test items must be delivered to ATC by 26 February 2007, in order to be tested. Along with test items, provide lens caps (if you have them), instruction paper, and the cost information (unit price for each flashlight). Both MSRP and GSA price are acceptable. The government intends to issue an Approved Family of Flashlights List (AFFL) once testing is complete. F urther guidence relating to the AFFL is set forth in PM-AFFL policy which is currently being drafted and will be finalized prior to the issuance of the list.
