- Description
- The Aviation Applied Technology Directorate (AATD), U.S. Army Research Development and Engineering Command intends to award a non-commercial, Fixed Priced contract to design and fabricate a light-based immobilization / deterrent device and integrate it with an Unmanned Aerial System (UAS). This will also include any necessary medical research on frequency and amplitude modulation of high-intensity light that will cause immobilization to those within the beam. The system is a Xenon based searchlight that can be pulsed with a unique modulation (strobe) effect that results in immobilization to those within the beam. This effort will transition the lamp from a handheld/vehicle mounted system, to an airborne platform. AATD intends to award a Fixed Price d contract with an anticipated award date of March 31 2007. This acquisition will be procured in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency require ments. No solicitation will be issued. The intended source is Peak Beam Systems, Inc., 3938 Miller Road, Edgemont, PA 19028. Alpha contract negotiations, appropriate for sole source requirements, will be limited to Peak Beam. The contract terms and cond itions will be developed jointly between AATD and Peak Beam. The overall period of performance for the contract is twelve months. The applicable North American Industrial Classification System (NAICS) code is 541710 and the size standard is 500 employees . Note 22 applies to this synopsis. This notice is not a request for proposals; however, all responsible sources may submit a proposal, which will be considered by AATD. Proposals submitted in response to this notice are due no later than March 26, 2007 , 2:00 p.m. EST.
