Description
The Army Contracting Agency, Southern Region Contracting Center  East (ACA SRCC-E), Fort McPherson, Georgia, has a requirement to contract for resources to provide support services for Headquarters Forces Command (HQ FORSCOM) Joint Interoperability Division (JID). The requirement stipulates that the Contractor shall provide training, operational, and analytical support services for HQ FORSCOM, JID through Joint Tactical Air Operations (JTAO) interface and United States Message Text Format (USMTF) pr ograms; operate and maintain the Joint Tactical Information Distribution System (JTIDS) Network Design Library (JNDL); operate and maintain the JTIDS Pulse Deconfliction Server; provide planning, operations analysis, and support services to include tactica l data link training and participate in selected joint Live virtual and Constructive training; maintain current training materials in accordance with Department of Defense (DoD) standards and directives; operate and maintain a JID website and digital libra ry. Current websites include: JID; JMTS Student; and Joint Interface Control Officer (JICO) Course; provide system administrative support for JID. Functional tasks include: install and configure JID, JMTS, and Operations Support Branch Operating system s; install and configure application software; crating and maintain user accounts; back up, archive, and restore JID data files; monitor and improve operating performance of automation platforms and applications; implement, monitor, and assess information security procedures and encryption when required; maintain a student registration and tracking management database; provide logistical support for Mobile Training Teams; assist in the development, upkeep and teaching of modified JMTS courses as approved fo r release to coalition and allied countries as directed by Joint Forces Command; develop, update and teach new courses as directed by the Joint Training Committee and United States Joint Forces Command (USJFCOM); develop, update and teach modules within th e courses of the Joint Multi-Tactical Data Link School for an estimated number of 1600 students annually. A firm-fixed price, requirements contract is anticipated for a base period of one year and four one-year options. The period of performance for task orders issued against the requirements contract, including all option periods, will not exceed the life of the requirements contract. This acquisition is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) code for this requirement is 611512 (Flight Training) and the Small Business Standard Size is $23.5 million. This acquisition will b e solicited by Request for Proposal (RFP) format using FAR Part 15  Contracting by Negotiation. The Government intends to award a requirements contract resulting from a RFP to the responsible offeror using the best value source selection process. The RFP will provide the evaluation factors for award. The RFP will also identify all information the o fferor must submit in order to be considered for award. Failure to submit all of the information requested in the RFP may result in the offer being eliminated from consideration for award. It is anticipated that the RFP will be posted to this site with an issue date on or about 26 February 2007 an d a response date of 30 March 2007 at 12:00 pm.
