- This is a synopsis of the Pre-Solicitation Notice for a commercial service. This announcement constitutes the synopsis only. A written solicitation will be available on this web site on or about 2 February 2007. This procurement is a 100% set aside for small businesses with relevant experience in Leasing and Maintenance of Commercial Aircraft. The solicitation document, which will be available on this web site, will incorporate provisions and clauses that are in effect through the Federal Acquisition Regulation. This will be a best value procurement utilizing Performance Price Tradeoff processes, where past performance is approximately equal to price when evaluated. The NAICS Code for this project is 532411 with a size standard of $6.5 million dollars. The contractor shall provide via a ?dry type? exclusive use lease arrangement one IFR certified, piston driven, single engine airplane with the following criteria: 150 horsepower rated engine; high wing configuration for maximum pilot visibility; certification in accordance with Federal Aviation Regulation Part 43; and unrestricted airworthiness certificate. The airplane will reside at MacDill AFB Florida, however, contractor must provide maintenance at an off-site location no more than 50 miles from MacDill Air Force Base in Tampa, Florida. The Period of Performance is 01 April 2007 through 31 March 2008 for the basic period plus four one year option periods (1 April through 31 March). All interested parties must be registered with the Central Contracting Registration (CCR) as prescribed in DFAR 252.204-7004. CCR can be obtained by accessing the Internet at http://www.ecr.gov or by calling 1-888-227-2423. CCR MUST be obtained before award can be made. Additionally, the successful offeror will be required to submit invoices using Wide Area Work Flow-Receipt and Acceptance (WAWF-RA). Information regarding WAWF-RA is available on the Internet at https://wawf.eb.mil. Once contractors have received the full solicitation package, submit offers in accordance with the proposal preparation and submission instructions within the solicitation.
