- NOTICE OF CONTRACT ACTION (NOCA) This announcement constitutes notice to all potential offerors that the 66th Contracting Squadron intends to award a sole source contract to MKS Instruments Inc.of Wilmington, MA for replacement Hydride Vapor Phase Epitaxy parts on or about 8 February 2007. MKS Instruments Inc.solely provides these unique supplies in the proposed contract action. MKS Instruments Inc. has no other distributors of these supplies in the United States. This Notice of Contract Action (NOCA) is not a solicitation but rather a non-competitive sole source acquisition in accordance with FAR Subpart 6.3 and 12.6. The Air Force Research Laboratory at Hanscom Air Force Base in Massachusetts has research efforts already underway to develop advanced crystal growth technology and requires replacement of parts with the specifications of existing MKS equipment in its ongoing experiments. The specific supplies required are an MKS controller, a butterfly valve and a baratron manometer with associated cables. The various equipment is custom designed to fit into and operate with other MKS parts in an existing AFRL HVPE reactor. Provisions and clauses in effect through Federal Acquisition Circular 2005-14 effective 22 NOV 2006. The Government intends to award a contract for the following line items: Contract Line Item Number(s) (CLINs) and items, quantities and units of measure. CLIN: 0001 Item: Self-Tuning/Digital Pressure Controller Quantity: 01 Unit of Measure: EACH CLIN: 0002 Item: Absolute Capacitance Manometer Quantity: 01 Unit of Measure: EACH CLIN: 0003 Item: Exhaust Throttle Valve Quantity: 01 Unit of Measure: EACH CLIN: 0004 Item: Connector Cable Quantity: 01 Unit of Measure: EACH CLIN: 0005 Item: Connector Cable Quantity: 01 Unit of Measure: EACH Description of requirements for the items to be acquired: CLIN 0001: An MKS Model 651 Self-Tuning/Digital PID Pressure Controller providing fast response to set point under varying operating conditions when used with a Type 253 or 653 valve. The controller should include integral power supply for the valves specified and general purpose transducers. Configuration to be: Interface: RS-232 Valve driver: Stepper Motor Power Supply: 1.5 Amps No Options Part Number 651CD2S2N CLIN 0002: An MKS Model 627 Absolute Capacitance Manometer, heated to 45 degrees C with +/- 15 VDC power input and 0 to +10 VDC output. Configuration to be: Range: 1000 Torr Fitting: NW 16 KF Accuracy: +/- 12% of reading Options: temperature heater status Connector: 15-pin Type "D" with threaded lock Part Number 627B13TDC2B CLIN 0003: An MKS Type 253 Exhaust Throttle Valve with mechanical drive and with integral cosine generator to linearize valve transfer characteristics. Configuration to be: Nominal I.D.: 1.270 inch Flange Size: ISO KF-40 Flapper O-ring (yes) Part Number 253B-1-40-1 CLIN 0004: A 10 foot long Cable capable of connecting a 253B valve with a 651 valve. Part Number CB651-30-10 CLIN 0005: A 10 foot long Cable capable of connecting a 627B valve with a 651 valve. Part Number CB259-5-10 The intent of this notice is not to request competitive proposals. However, all responses received within 3 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This NOCA does not constitute a Request for Proposal, and it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. Contractors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government.
