- The purpose of this Notice is to publish changes to the Draft Performance Work Statement (PWS) resulting from the questions and comments received in response to the Draft Performance Work Statement (PWS) for the Bureau of Labor Statistics A-76 Standard Competition of Economists, Writer/Editors, and Program Analysts. In accordance with OMB Circular A-76, the United States Department of Labor, Bureau of Labor Statistics announced, on June 28, 2006, a Standard Competition of Economists, Writer/Editors, and Program Analysts within the Office of Technology and Survey Processing and the Office of Publications and Special Studies . All positions are located at the Bureau of Labor Statistics, 2 Massachusetts Avenue, NE, Washington, DC. The incumbent service providers are 51 Government employees supported by 14 contractor manpower equivalents. BAE Systems is the employer for the incumbent supporting contractor equivalents. The incumbent Government employees are performing the majority of the functions. The Competitive Sourcing Official is Patrick Pizzella, the Agency Tender Official is Rick Kryger, and the Contracting Officer is Ausie Grigg. The projected end date for the competition is June 29, 2007. A six month time limit extension has been approved if the competition cannot be completed by that date. At this time, no solicitation is available. Prospective offerors are encouraged to monitor the Federal Business Opportunities web site at http://www.fedbizopps.gov for announcement of the solicitation. The North American Industry Classification (NAICS) for this action 541990, All Other Professional, Scientific and Technology Services. The Draft PWS was published on November 17, 2006. The previous reference number was BLS-06-26. That number is hereby superseded by the Solicitation Number DOL072J1004. The PWS has been completely revised based on comments received. Please see Modification 04 posted on February 5, 2007 for Draft Solicitation DOL072J10004 and the revised PWS. All questions and comments received from interested parties were considered and appropriate changes were made to the PWS, including many changes in response to task-specific questions and comments. The task-specific changes were too numerous to publish in this Notice. The following comments are provided: (1) PWS paragraph 1.3.4 was changed to clarify funding responsibility for training. The Government will fund training directed/required by the Government. (2) Paragraph 1.4.6 was changed to clarify safety requirements. The SP is not responsible for providing its own security staff. (3) Paragraph 1.4.7.1 (in the last sentence) Program Manager was changed to Project Manager. (4) The LABSTAT Description has been modified to include the tasks described in Paragraphs 5.2.4.10 through 5.2.4.16. These changes are reflected Section C-5 and TE-2. (5) The PWS has been modified to add elements of standardization to similar tasks that apply across several functions. These changes are reflected in Sections C-5 and TE-2. They include: (a) Adding workload averages; (b) Specifying operating days and hours for help desk tasks; (c) Specifying current frequency of meetings; (d) For project plan workload, specifying average number of task boxes per plan, where available; (e) Specifying number of links (where available) for web updates; (f) Specifying the average number of test cases where available. All of the above changes have been included and resulted in a completely revised PWS which is posted in the Draft Solicitation Number DOL072J1004. Do not submit proposal offers at this time.
