- Richard C. Baker Memorial Park Improvements: Baker Memorial Park is located along the North Umpqua River on BLM and Douglas County lands approximately 25 miles east of Roseburg, Oregon on Highway 138. For bidding purposes, the project contains base and option items. Project work includes survey and staking; clearing, grubbing, excavation, placing aggregate base, placing bituminous asphalt, installing culverts; and placing riprap as part of the road reconstruction and parking area improvement. Construction of picnic sites and associated pathways include clearing and grubbing, utilization of excess roadway excavation, placement of crushed aggregate surfacing and placing riprap; and constructing a pedestrian trail, and obliterating, barricading and signing of an existing secondary site access. Option items for additional related work includes, but is not limited to: (a) furnish and install vault toilet and building and (b) furnish and install interpretive sign structures, (c) installation of rock and post barriers and (d) assorted parking area improvements. A miscellany of other related work is also required. This is a Request for Proposals; in addition to submission price proposals, the offerors are required to complete a comprehensive Questionnaire providing information regarding technical capability related to similar projects, equipment availability, project management, work sequencing, use of special emphasis small business enterprises and past performance history. A best value selection process will be used. Award evaluation criteria include overall technical capability and past performance history in addition to price. Award may be made without discussions. Work is limited to the period between May 1 and October 31, 2007. The project magnitude is in the range of $100,000 -$250,000 including option items. Hard copies of the solicitation will not be provided. Solicitation issued date is expected to be between March 1 and March 15, 2007. A PRE-PROPOSAL MEETING IS TENTATIVELY SCHEDULED FOR MARCH 28, 2007, 10:00 A.M., LOCAL TIME, ON-SITE (check solicitation Section L to verify date/time/location).
