Description
The U.S. Broadcasting Board of Governors (BBG), Voice of America (VOA), intends to award a non-competitive, Basic Ordering Agreement (BOA) to AKE, LLC to acquire security services on a 24-hour/seven-day week (24/7/365) basis to the VOA Central News Division in Erbil and Baghdad, Iraq to provide security protection coverage for VOA correspondents that are on assignment in Erbil and Baghdad on a rotational basis every six weeks. Interested firms or persons may however, identify their interest and capability to the above-identified Contracting Officer. Any Contractor responding to this FBO Notice shall have references from other journalistic organizations. This sole-source procurement is in accordance with Federal Acquisition Regulation (FAR), FAR Subpart 6.302-1(a)(1) under the authority of 4l U.S.C.253(c)(1), other than full and open competition, only one (1) responsible source and no other sources or services will satisfy the Agency?s requirement. The BOA will be for a one-year base period with two (2) one-year renewable option periods. This Public Notice of Intent to non-competitively procure the above-described security services is NOT a request for competitive quotations or proposals. A determination by the Government not to compete this proposed BOA based upon responses to this Notice is within the discretion of the Government. Interested firms must submit adequate documentation of their capability to respond to this requirement in writing. The Contractor must have a base in Baghdad, Iraq and be capable of providing 24-hour/seven day (24/7/365) security support. The Contractor must have background in providing physical security for Journalist. All documentation submitted shall be sufficient in depth and detail to allow for an evaluation without the need for added information. The BBG will not accept telephone responses of a firm's statements of interest, capabilities, and pertinent experience will not be accepted by the BBG. This Public Notice is not a RFP, IFB, or RFQ.
